Re: Proposed Variance for Excavation at Water Plant

Lakeway Municipal Utility District has requested a variance to the City of Lakeway’s restriction on “cut and fill”. This variance is to make a cut into the hillside East of the existing structures at our water plant. City ordinance requires a variance if the cut/fill exceeds four feet. We wish to excavate to a depth of 13 feet. The cut will establish the foundation elevation of the proposed new “finished water clearwell”, which will be a half-million gallon ground storage tank. The new tank will be sixteen feet tall and rise to the same elevation as the existing quarter-million-gallon clearwell. This existing green tank is the low, covered one towards the south edge of the plant site.
Construction of the new clearwell will take place next winter. However, we are asking the City for cut and fill approval now so that we may proceed with the excavation this summer. Doing so will enable us to use the excavated material for our Wastewater Recycling Plant Improvements project currently getting started on Palos Verdes. This could save the District and, ultimately, you money.
This new clearwell is required by the Texas Natural Resource Conservation Commission in order to be compliant with EPA and State Law. It is part of our 1998 Capital Improvements Plan.
